It's easy not to get caught online.

Some ways not to get caught:
Connect through a prepay cell phone
Anonymous dialup [Oh wait, the United states doesn't have that tool ;x]
Using other people's connections
Bouncing proxies [in combination with a good firewall so your machine can't be seen]

There's a shitload of other ways but those are the easiest.
